Advocacy on Disability Certification for Refugee Children from Ukraine in Moldova

    In 2025, NCUM supported efforts to improve access to disability certification procedures for refugee children from Ukraine in the Republic of Moldova.

    Through consultations with affected families and case monitoring, NCUM identified a number of administrative and procedural barriers, including complex application procedures, limited awareness of available pathways, and challenges related to the recognition of medical documentation issued in Ukraine in accordance with national requirements.

    In response, NCUM developed practical recommendations and a step-by-step guidance tool on the disability certification process for refugee children, in consultation with the Ministry of Labour and Social Protection of the Republic of Moldova. The initiative aimed to improve procedural clarity and facilitate access to existing mechanisms for displaced families.

    To strengthen access to information, NCUM organized targeted information sessions and live consultations with a legal expert, providing families with guidance on eligibility criteria, required documentation and procedural steps. In parallel, individual consultations and case management support were provided to affected families.

    A total of 41 individuals received direct consultations and support, helping them navigate administrative procedures and access relevant services.

   Through a combination of advocacy, information support, legal consultations and case management, NCUM contributed to reducing administrative barriers and improving access to disability certification for refugee children. The initiative also supported refugee families in accessing social protection measures, specialized services and inclusive support mechanisms within the national system.
