About

COMMUNITY+ is an institutional support programme aimed at strengthening participatory governance and improving public administration practices in the northern regions of the Republic of Moldova, implemented with the support of ALDA and the European Union (INSPIRED Moldova). The initiative responds to the need for more inclusive, transparent, and evidence-based local decision-making processes, particularly in communities facing socio-economic vulnerabilities and limited civic engagement.

The project supports Local Public Authorities (LPAs) in developing and operationalizing structured, data-driven consultation mechanisms. Through capacity-building, methodological support, and facilitation of multi-stakeholder dialogue, COMMUNITY+ enhances the ability of local administrations to systematically engage citizens in policy discussions, priority-setting, and territorial development planning.

A core component of the programme focuses on institutionalizing public participation tools — including consultative platforms, community forums, and feedback mechanisms — ensuring that civic input becomes an integrated and sustainable element of local governance rather than an ad hoc practice. The project also strengthens dialogue and trust between LPAs and communities, fostering accountability, responsiveness, and inclusive public service delivery.

By embedding participatory approaches into territorial development strategies, COMMUNITY+ contributes to democratic resilience, social cohesion, and alignment with European standards of good governance. Through this intervention, the National Congress of Ukrainians of Moldova supports the development of empowered local institutions capable of delivering inclusive, citizen-centered governance.
