COMMUNITY+ Strengthening Local Consultation Platforms for Inclusive Civic Governance

    COMMUNITY+ is an institutional support programme implemented by NCUM since 2025 to strengthen participatory governance and promote more inclusive local decision-making in northern regions of the Republic of Moldova. The initiative is implemented in partnership with ALDA, with the support of the European Union under the INSPIRED Moldova programme.

    The project works with four rural communities — Vasileuți, Danu, Tetcani and Unguri — supporting Local Public Authorities to develop more structured and inclusive mechanisms for citizen participation. Through local consultation platforms, community consultations, feedback mechanisms and capacity-building activities, COMMUNITY+ creates opportunities for residents to contribute to identifying local priorities and shaping community development processes.

    The initiative places particular attention on groups that are often underrepresented in local decision-making, including women, youth, refugees and persons with disabilities. It also supports local authorities in strengthening transparency, accountability and dialogue with communities, while promoting approaches aligned with Moldova’s European integration and good governance priorities.

By the end of 2025, four local consultation platforms had been established and operationalized, with four Local Public Authorities engaged and 43 participants involved in structured consultation processes. The project also supported the development and testing of a methodological toolkit for participatory consultations, adapted to the needs of local communities.
