Protection of Community Rights

The implementation of temporary protection status for Ukrainian refugees in Moldova was a key step in ensuring their legal protection. Prior to the war in Ukraine, such a mechanism was never implemented in Moldova. NCUM’s advocacy included consultations with President Ms. Maia Sandu, collaboration with Government authorities, and advocacy in RCF to implement this status at the legislative level. An awareness campaign was conducted to inform refugees, organized in partnership with national organizations. As a result of these efforts, by October 2024, over 60,611 refugees had received temporary protection, compared to 146 in March 2023, according to the General Inspectorate for Migration.
To support the education in native language, NCUM’s advocacy has led to: Restoration of the Taras Shevchenko Gymnasium. Opening of the first educational children's center "Dyvosvit." Launching of the first Ukrainian program at the Taras Shevchenko Gymnasium. Provision of textbooks from Ukraine for teaching in the first Ukrainian classes. Exemption from mandatory exams on the history, culture, and traditions of the Russian people for Ukrainian refugee children. Launching Ukrainian programs in 4 schools in the North of Moldova.
Supporting UNHCR advocacy efforts to ensure access to banking services for Ukrainian refugees through: Conducting a survey among 200 Ukrainian refugees and participating in a round table with representatives from the Ministry of Finance of Moldova, the World Bank, IFC, and MAIB. As a result of the advocacy efforts, in early August 2024, MAIB, one of the largest banks in Moldova, announced significant simplifications to the account opening process for Ukrainian refugees.
Protection of local Ukrainians' rights through support for local
public authorities includes: Conducting a needs assessment among Mayors of Ukrainian-populated areas of Moldova. Establishing a Council of Mayors of Ukrainian Villages under NCUM Fascilitating partnerships with mayors of territorial communities in the Chernivtsi region of Ukraine and northern regions of Moldova.

Big Heart Exhibition

Saint Nicholas Day

Saint Nicholas Day is a pre-Christmas tradition celebrated widely in Ukraine and Moldova, bringing communities together in the spirit of generosity and kindness. Every year, NCUM organizes a "St. Nicholas Action," aimed at supporting Ukrainian children in Moldova by providing them with gifts, care, and festive activities. Ukrainian Day in Moldova

UDM serves as a central platform for Moldova’s Ukrainian community, bringing together community members, government representatives, international partners, and civil society to foster connections, discuss priorities, strengthen solidarity, and celebrate Ukrainian culture. Since its establishment in 2021, UDM has created a dedicated space for dialogue, engagement, and building mutual understanding and cohesion within the community.

Vyshyvanka Day

Vyshyvanka Day is an annual celebration of cultural identity, symbolized by the traditional Ukrainian embroidered shirt, the vyshyvanka. The event gathers Ukrainians from across Moldova, Ukrainian refugees, and local residents, uniting them in appreciation of traditional attire and shared cultural heritage. Through this event, the Ukrainian and Moldovan communities come together to honor their connected histories and cultural bonds.

Ukrainian Film Days in Moldova

Ukrainian Film Days is an annual festival dedicated to showcasing Ukrainian culture and cinema. The National Congress of Ukrainians of Moldova (NCUM) is a national-level public association established on May 6, 2021, with the purpose of representing the interests and consolidating the efforts of the Ukrainian community in the Republic of Moldova. The organization brings together ethnic Ukrainians, civil society actors, cultural organizations, community leaders, representatives of local public authorities, and networks of women and youth from across the country.NCUM functions as an umbrella platform for dialogue, coordination, and advocacy, aiming to ensure meaningful participation of Ukrainians in Moldova’s public, cultural, and socio-economic spheres. It engages with both governmental and international partners to address community needs and facilitate inclusive policy development.

NCUM’s mandate includes safeguarding the rights of persons belonging to the Ukrainian minority, supporting their social and civic integration, promoting Ukrainian language and culture, and strengthening institutional mechanisms for minority representation. NCUM actively participates in national consultative processes, contributes to the development of minority policy frameworks, and supports access to services, education, and employment for members of the Ukrainian community, including displaced persons from Ukraine.Since its establishment, NCUM has worked in coordination with national institutions, foreign embassies, international organizations, and civil society coalitions to support humanitarian assistance, cultural preservation, community mobilization, and refugee response in Moldova.

Pe data de 13 februarie 2026, la Casa Ucraineană din Chișinău, Congresul Național al Ucraineanilor din Moldova, cu participarea Ambasadei Ucrainei în Republica Moldova, a organizat o întâlnire de afaceri cu sprijinul companiei Nova Post. Dialogul cu reprezentanții întreprinderilor mici și mijlocii a inclus reprezentanți ai Camerei de Comerț și Industrie a Ucrainei în Moldova și România, reprezentanți ai departamentului de cooperare economică al Ambasadei Ucrainei în Moldova și a avut ca scop dezvoltarea cooperării, schimbul de experiență și crearea de noi oportunități pentru antreprenorii din cele două țări.

Cooperarea economică între Republica Moldova și Ucraina continuă să se dezvolte, în ciuda provocărilor regionale existente. În ultimii ani, în Moldova s-a intensificat prezența întreprinderilor mici și mijlocii create de antreprenori ucraineni, ceea ce contribuie la dezvoltarea serviciilor, logisticii, comerțului și industriilor creative, precum și la consolidarea relațiilor de afaceri între cele două țări. Ucraina se numără printre principalii parteneri comerciali ai Moldovei, asigurând aproximativ 11% din totalul comerțului exterior al țării.

În cadrul întâlnirii, participanții au discutat despre oportunitățile actuale de dezvoltare a întreprinderilor mici și mijlocii, particularitățile desfășurării activității antreprenoriale în Moldova, precum și instrumentele de sprijin și scalare a proiectelor. O atenție specială a fost acordată dezvoltării competențelor antreprenoriale și schimbului de experiență practică.

La finalul întâlnirii a fost prezentată inițiativa de creare a unei școli de afaceri pentru antreprenori. Programul va viza dezvoltarea competențelor practice de conducere a unei afaceri, înțelegerea mediului de reglementare, utilizarea instrumentelor moderne de vânzare și promovare, precum și extinderea contactelor de afaceri.

„Dezvoltarea antreprenoriatului și dialogul deschis între mediul de afaceri din Moldova și Ucraina creează noi oportunități pentru creștere economică, cooperare și parteneriate durabile. Astfel de întâlniri contribuie la reunirea experienței, ideilor și resurselor pentru realizarea proiectelor comune”, a subliniat Dmitri Lecarțev, președintele CNUM
